Dear Esteemed Members,
A Bilateral Meeting with Director (HR), ED-Chief ER, ED-Chief HRD, Senior Officers & GS and Observers of Recognised Unions was held on 14.11.2024 to discuss different agenda points pertaining to R&P issues.
During the welcome address of Director (HR), a concern on increased medical expenditure was expressed and it was suggested to sensitize employees for avoiding misuse of medical facilities.
A threadbare discussion was held on R&P issues submitted by the Unions and we are happy to inform that Management responded positively on majority of the issues. However, the pending issues will be taken up in the forthcoming meeting to be held shortly.
The following are the outcomes of the issues discussed during the meeting:
- Management agreed in-principally for considering long pending mutual transfer & own request transfer cases of non executives. SOP in this regard is being prepared which will be shared with Unions for finalization.
- Union strongly pursued the matter for upgradation of class-4 personnels to class-3 considering their long service, experience and qualification. Management agreed to examine the issue on merit for consideration by Competent Authority.
- On the basis of EC minutes dated 05.12.2003 Management took a positive view to upgrade Class IV Fire Personal to Class III and stop the induction of Fire Personal at Class IV level.
- Management agreed for evaluating the feasibility for opening of S5/S6 level.
- Union shared the data of eligible 160 employees stagnant at W7 level and due for promotion. Management agreed for examination of opening of W8 level.
- Management has agreed for change of nomenclature of designations of class-4 employees.
- Management has agreed to consider the request for issuance of promotion order for S1 level of 5 non executives who had desired not to join E0 level.
- Management has agreed to considered for renewal of tenure of contractual paramedics beyond 6 months (1 year or more) along with restoration of yearly increment.
- Unions strongly pursued the matter of reduction of promotion span of A level employees from present 18 / 21 years to 16 years in view of the qualification & experience. Management took the issues very seriously as it affects considerable number of employees and agreed to examine the same with utmost sincerity. It was also agreed to examine the discrepancy of drilling vs non drilling discipline in A level.
- Management agreed to examine the Union proposal for extension of CMRE for four wheeler to A & F level employees in line with S & W7 level employees.
- Management agreed for considering the increase in tenure of TBFOs and enhance their remuneration/wage revision. Apart from above, the Unions strongly condemned the award of O&M contracts for different works and non-recruitment of unionised category employees against already sanctioned posts during tenure of former C&MD.
On a positive note, Director (HR) agreed for regular interaction with Unions on different organization development issues, employee issues, devise measures for cost reduction etc.
