प्रिय बंधू आणि भगिनींनो,

२ सप्टेंबर २०२५ रोजी पेट्रोलियम एम्प्लॉईज युनियनने ऑफिस ऑर्डर (दि. ७ ऑगस्ट २०२५) संदर्भात ओव्हरटाईम आणि कॉम्पेन्सेटरी ऑफ OT,C-off बाबत कायदेशीर स्ट्राईक नोटीस दिली त्यानंतर झालेल्या चर्चांनंतरही हेडक्वार्टर च्या आश्वासनाशिवाय काही हाती लागले नाही. Officer आणि Assistant Labour Commissioner (C-I), मुंबई यांनी या प्रकरणाला “Failure of Conciliation” घोषित केले आहे, म्हणजेच व्यवस्थापनाने कामगारांच्या मागण्यांकडे जाणूनबुजून दुर्लक्ष केलं आणि व्यवस्थापनाच्या उदासीनतेवर शिक्कामोर्तब केलं हे स्पष्ट झालं आहे आणि यामुळे आपला आंदोलनाचा कायदेशीर मार्ग आता मोकळा झाला आहे .

१४ ऑक्टोबर २०२५ रोजी जारी करण्यात आलेली OT,C-off संदर्भातील सुधारित ऑर्डर ही फक्त नावालाच सुधारित आहे कारण त्यामध्ये आपल्या मागण्याचे प्रश्न सुटले नाहीत, उलट व्यवस्थापनाची उदासीनता आणि बेफिकिरी अधिक ठळकपणे समोर आली. कामगारांच्या प्रश्नांवर गंभीरपणे चर्चा करण्याऐवजी व्यवस्थापनाने वेळकाढूपणा केला आहे आणि त्यांच्या निष्क्रियतेने आपल्या संयमाची सीमा ओलांडली आहे.

ऑफशोर आणि प्लांट मधील सुरक्षेच्या बाबतीत PPE व इतर गंभीर प्रश्नांवर व्यवस्थापनेने मान्य केलेल्या विविध मागण्या देखील पूर्त केलेल्या नाहीत. सर्व कर्मचाऱ्यांना मागील ३ वर्षांपासून प्रलंबित कॉटन ओव्हरऑल सप्टेंबरपर्यंत देण्याचं लेखी आश्वासन देण्यात आलं होतं, मात्र आजपर्यंत ते मिळालेले नाहीत. मागील सहा महिन्यांपासून सेफ्टी शूजसुद्धा पुरवले गेलेले नाहीत. ज्यांच्या श्रमावर संपूर्ण उत्पादन व्यवस्था उभी आहे, त्यांच्या सुरक्षिततेकडे इतकं दुर्लक्ष करणं ही केवळ निष्काळजीपणा नाही, तर कामगारांचा जाणीवपूर्वक केल्या जात असलेला छळ आहे. कामगारांच्या शरीराचं, आरोग्याचं आणि सुरक्षेचं भान ज्यांना नाही, त्यांच्याकडून आता “संवेदनशील व्यवस्थापनाची” अपेक्षा उरलेली नाही.

आरोग्य आणि आहाराच्या बाबतीत परिस्थिती आणखीनच भीषण आहे. कर्मचाऱ्यांना दूषित पाणी प्यायला लावण्याचा घाट आता आस्थापनेने घातला आहे. फूडबॉक्स वितरण सातव्या दिवशीऐवजी दहा ते पंधरा दिवसांनी केलं जातं, आणि आता त्याहूनही भयंकर प्रस्ताव मांडला गेला आहे की फूडबॉक्स पंधरवड्यातून एकदाच आणि ड्राय आयटम महिन्यातून एकदाच पुरवावेत अशी योजना आखली गेली आहे. हे सगळं म्हणजे कामगारांच्या आरोग्याशी प्रयोग करणं आहे. ज्यांच्या श्रमावर उत्पादन चालतं, त्या कामगारांना अन्न आणि स्वच्छ पाणीही न देणं ही केवळ क्रूरताच आहे.

ही सर्व परिस्थिती पाहता आता संयम अशक्य आहे आणि अन्यायाला संमती देणं होईल. त्यामुळे पेट्रोलियम एम्प्लॉईज युनियन ४ नोव्हेंबर २०२५ पासून वसुधारा भवन येथे “आमरण उपोषण” ची हाक देत आहे. हे उपोषण फक्त प्रतीकात्मक नाही, तर व्यवस्थापनाच्या निष्क्रियतेविरुद्धचा निर्णायक आवाज आहे. यानंतर सर्व वर्कसेंटर आणि इंस्टॉलेशन्समध्ये आंदोलनात्मक कार्यक्रम राबवले जातील. हा संघर्ष कोणत्याही वैयक्तिक स्वार्थासाठी नाही; हा प्रत्येक ऑफशोर कामगाराच्या अस्तित्वाचा, सन्मानाचा आणि सुरक्षिततेच्या हक्काचा लढा आहे.

बंधूंनो, आता “कधी तरी उपाय होतील” अशी आशा नाही, आता आपणच उपाय घडवू अशी प्रतिज्ञा आहे. हक्क वाचवायचे असतील, तर रस्त्यावर उतरावं लागेल. प्रत्येक विभाग, प्रत्येक वर्कसेंटर, प्रत्येक कामगाराने या लढ्यात पाय रोवून उभं राहावं, असं आवाहन पेट्रोलियम एम्प्लॉईज युनियनच्या वतीने करण्यात येत आहे. कारण हा लढा आपल्या उद्याच्या सुरक्षिततेचा आणि सन्मानाचा आहे.

विरोधी आणि इतर संघटनांनाही आम्ही थेट आवाहन करतो की, ही हाक कामगारांच्या हक्कासाठी व सुरक्षिततेसाठी आहे, फक्त बोलण्यात ठेऊन उपयोग नाही. वैचारिक भेदभाव असतीलही पण ते बाजूला सारून कामगारांसाठी एकत्र येणं हाच वेळेचा इशारा आहे. कुंपणावर बसून नेहमी प्रमाणे मजा बघण्यापेक्षा आणि त्यानंतर केवळ दोष देण्याचे राजकारण करण्यापेक्षा आपल्या कामगार बांधवांची खरच कळकळ असेल तर आपले मौन आणि आपली अदृश्यात सोडून हिम्मत असेल तर या मैदानात! कारण हा लढा कोणाच्याही जिंकण्याचा अथवा पराभवाचा नाही, हा लढा कामगार वर्गाच्या सन्मानाचा आणि अस्तित्वाचा आहे.

Public Protest!! Intense Agitation !!

Dear Brothers and Sisters,

On 2nd September 2025, the Petroleum Employees Union issued a legal strike notice against the Office Order dated 7th August 2025, concerning Overtime and Compensatory Off (OT, C-Off). Despite several rounds of discussions afterward, no concrete assurance was received from the Headquarters. The Officer and Assistant Labour Commissioner (C-I), Mumbai have officially declared this matter as a “Failure of Conciliation”, clearly indicating that the management has deliberately ignored the legitimate demands of the workers. This declaration confirms the management’s indifference, and as a result, our path for legal agitation is now fully open.

The so-called revised order issued on 14th October 2025 regarding OT and C-Off is merely cosmetic — it fails to address the actual issues raised by the employees. Instead of resolving problems, it exposes the management’s apathy and irresponsibility. Rather than engaging in serious discussions on workers’ issues, the management has resorted to delaying tactics, testing the limits of our patience.

Safety Concerns Ignored

Even on critical matters of safety in offshore and plant areas, several long-standing demands regarding PPE and related issues remain unfulfilled. The management had given a written assurance to distribute the long-pending cotton overalls by September, but they have still not been provided. Safety shoes have also not been supplied for the last six months. Such disregard for the safety of workers — the very people who sustain production — is not mere negligence but a deliberate act of harassment. Those who are indifferent to the workers’ safety, health, and well-being can no longer be expected to show “sensitivity.”

Health and Food Conditions Worsening

The situation concerning health and nutrition is even more alarming. Employees are being forced to consume contaminated water, and the food box distribution, which used to take place every seven days, is now delayed to 10–15 days. Even worse, there are new proposals to supply food boxes only once every fortnight and dry rations only once a month. This is nothing short of experimentation with workers’ health. Denying clean water and proper food to the workforce that keeps the industry running is sheer cruelty.

A Decisive Step

In light of all this, patience is no longer possible — silence now would mean acceptance of injustice. Therefore, the Petroleum Employees Union is giving a call for “Indefinite Hunger Strike” (Aamaran Upwas) at Vasudhara Bhavan starting from 4th November 2025. This hunger strike is not merely symbolic but a decisive protest against the management’s inaction. Following this, various forms of agitation will be carried out across all work centers and installations.

This struggle is not for any personal gain — it is a fight for the existence, dignity, and safety rights of every offshore worker.

Call for Unity

We also directly appeal to all other and opposition unions — this call is for the rights and safety of workers. Words alone are not enough; this is the time for action. Ideological differences may exist, but they must be set aside for the greater cause of workers’ welfare. Rather than sitting on the fence and later indulging in blame politics, those who truly care for workers must step into the field with courage and solidarity.

This is not a battle for victory or defeat —
This is a battle for the honour and existence of the working class!
